India carried out a large-scale civil defence exercise called Operation Shield across five strategically sensitive border states—Punjab, Jammu & Kashmir, Gujarat, Haryana, and Rajasthan—on May 31, 2025. The exercise, which began at 5 PM, was designed to test emergency readiness and simulate responses to threats like aerial attacks from enemy drones, aircraft, and missile strikes.

The operation was coordinated by the Directorate of Civil Defence and involved multiple levels of government, including local administration, youth organizations, and volunteers. As part of the simulation, civil sirens, emergency broadcasts, and public warning systems were tested. Officials reported successful mobilization in urban and rural zones alike, strengthening India’s preparedness in case of real conflict.
